Starting from 20 November 2025, foreign nationals may submit their arrival card information online before travelling to China via the following channels: the official website or government service platform of the National Immigration Administration (NIA), the “NIA 1236” app, WeChat or Alipay mini programmes, or by scanning the arrival card QR code with a mobile device.
Foreign nationals who are unable to submit the information online in advance may, upon arrival at immigration control at Chinese ports of entry, do so by scanning the arrival card QR code with a mobile device or using on-site self-service terminals. They may also choose to fill in a paper arrival card.
The following seven types of foreign nationals are exempt from submitting the arrival card information:
1. Holders of a Foreign Permanent Resident ID Card of the People’s Republic of China;
2. Holders of a Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese citizens);
3. Holders of a group visa or those eligible for group visa-free entry;
4. Persons in direct transit within 24 hours who do not leave the designated area of the port;
5. Persons who enter and exit by cruise ship and return on the same cruise;
6. Persons who enter through the e-Channel (fast-track channel); and
7. Foreign employees of exit-entry transport vehicles.
