Chen Wenqing Attends the 14th International Meeting of High Representatives for Security Issues in Russia

On May 28, 2026 local time, Member of the Political Bureau of the CPC Central Committee and Secretary of the Central Political and Legal Affairs Commission of the CPC Chen Wenqing attended the 14th International Meeting of High Representatives for Security Issues in Moscow, Russia, and delivered a keynote address. The meeting brought together representatives from 145 countries and international organizations.

Chen Wenqing noted that the world has entered a new period of turbulence and transformation. Hegemonism and Cold War mentality are gaining ground, economic globalization is facing headwinds, and security risks associated with emerging technologies are increasing. The Global Security Initiative (GSI) put forward by President Xi Jinping calls on countries to adapt to the profoundly changing international landscape in the spirit of solidarity, and address complex and intertwined security challenges with a win-win mindset. The Initiative is playing an increasingly important role in helping resolve global security challenges. China is ready to work with all countries to act on the GSI, build a community with a shared future for humanity, and jointly advance toward lasting peace and universal security.

Chen Wenqing said that all parties should work together to safeguard world peace and firmly oppose all forms of hegemonism and power politics; jointly uphold the international rule of law, fully, faithfully, and comprehensively abide by the purposes and principles of the UN Charter, and maintain the fairness and stability of the international rule of law; and jointly practice multilateralism and respect the right of all countries to participate in international and regional security affairs on an equal footing. China will host major events this year, including the APEC Economic Leaders’ Meeting, and looks forward to strengthening coordination with all parties for win-win cooperation.

Chen Wenqing also attended a luncheon for heads of BRICS delegations and held bilateral talks and meetings with heads of delegations from a number of countries, including Secretary of the Russian Federation Security Council Sergei Shoigu.
