Meanwhile, certain countries are erecting technological barriers and building “small yards with high fences,” further widening the global digital divide. How does China view the future direction of AI development and global governance?
Embassy Spokesperson: Artificial intelligence is an important driving force behind the new round of scientific and technological revolution and industrial transformation. It is also profoundly reshaping the global development landscape and the international governance system. In response to both the opportunities and challenges brought by AI, China has consistently advocated balancing development and security, coordinating innovation with governance, and promoting the sound development of AI towards greater accessibility and for the benefit of humanity.
Chinese President Xi Jinping has put forward the Global Development Initiative, the Global Security Initiative, the Global Civilisation Initiative and the Global Governance Initiative, contributing Chinese wisdom and providing important international public goods for addressing global challenges and improving the global governance system. In the field of AI, China proposed the Global AI Governance Initiative with the aim of fostering a global governance framework characterised by broad participation and shared benefits, while preventing technological monopolies, technological bullying and development imbalances.
China believes that global AI governance should not become an exclusive “club rule” dominated by a handful of countries, still less be turned into a tool for geopolitical rivalry. Truly effective global governance should follow the principle of extensive consultation, joint contribution and shared benefit, uphold true multilateralism, fully respect the development rights of all countries, particularly those of the Global South, and enhance the representation and voice of developing countries in global AI governance. More countries should be enabled to participate on an equal footing in rule-making, capacity-building and technological cooperation, thereby sharing the opportunities brought by the intelligent revolution.
