Qin Gang Has a Phone Call with Japanese Foreign Minister Yoshimasa Hayashi

On February 2, 2023, Foreign Minister Qin Gang had a phone call with Japanese Foreign Minister Yoshimasa Hayashi.

Qin Gang said that China and Japan are close neighbors separated only by a narrow strip of water, with peaceful coexistence and friendly cooperation being the only right way forward for both sides. The two sides should learn from history, stay true to their original aspirations, steer clear of disruptions, and work together to recalibrate the course of the China-Japan relationship to build one that answers the call of the new era. As this year marks the 45th anniversary of the signing of the China-Japan Treaty of Peace and Friendship, China is ready to work with Japan to take this opportunity to review the spirit of the treaty, fulfill obligations under the treaty, uphold the important political consensus that the two countries should “be partners, not threats”, maintain high-level dialogue and communication, deepen cooperation in such fields as digital economy, green development and efforts to keep industrial and supply chains stable, and promote the improvement and development of China-Japan relations on the right course.

Qin Gang expressed China’s hope that Japan will uphold an objective and rational perception of China, honor its commitments on major issues such as history and Taiwan, be discreet with its words and deeds, act prudently in the field of military security, and stop right-wing forces from provoking on the Diaoyu Islands issue. As the economies of China and Japan are interdependent and mutually beneficial, China hopes that Japan will bear in mind defending international trade rules and its long-term interests, and continue economic, trade, scientific and technological cooperation with China in accordance with market principles and the spirits of freedom and openness. Both sides should stick to strategic autonomy and work together for sound development and progress in Asia. China and other countries of the international community are gravely concerned about Japan’s unilateral decision to discharge nuclear-contaminated water into the ocean, and hope that Japan will take concrete measures to dispose of the water in an open, transparent, science-based and safe manner.

Yoshimasa Hayashi said that Japan and China could hardly achieve development and prosperity in isolation from each other, and that bilateral relations enjoy ample room for cooperation and huge potential for development. Japan is ready to work with China to take the 45th anniversary of the signing of the Japan-China Treaty of Peace and Friendship as an opportunity to review the spirit of the treaty, implement the important common understandings reached between leaders of the two countries, strengthen dialogue and communication at all levels and people-to-people exchanges, promote pragmatic cooperation, and build a constructive and stable Japan-China relationship. Japan welcomes China’s positive contribution to the international community and stands ready to strengthen cooperation with China in many fields.

The two sides also exchanged views on issues of mutual interest and concern.
