On 7 October 2020, the Financial Times published a letter entitled Hong Kong law ‘will protect the vast majority’ by Ms. Zeng Rong, Spokesperson of the Chinese Embassy in the UK, on its publishing an article byHong Kong separatist. The full text is as follows:
On September 30, the Financial Times published an article entitled “Business must keep pushing for freedom in Hong Kong” by Joshua Wong, with which we strongly disagree.
As the Chinese side has emphasized repeatedly the Hong Kong National Security Law is a fundamental solution for Hong Kong to restore order, end chaos and resume stability.
It is a landmark in the practice of “one country, two systems”; and a strong institutional guarantee for upholding national sovereignty, security and development interests. It reflects the shared will of all Chinese people including Hong Kong compatriots.
Its purpose is to plug the loopholes in the field of national security, and prevent, stop and punish the four categories of criminal acts that seriously endanger national security. It punishes a very few but protects the vast majority, and the lawful rights and freedoms enjoyed by Hong Kong residents are not affected in any way. Neither is Hong Kong’s independent judicial power including that of final adjudication under the Basic Law, affected.
After implementation, the Law will strengthen Hong Kong’s legal framework, ensure social order, improve business environment, and benefit Hong Kong citizens, international investors and foreign companies in Hong Kong as well.
